VICTOR REYES
Prior to co-founding The Roosevelt Group, Victor Reyes was a shareholder at the law firm
of Greenberg Traurig from 2002 thru 2005. In addition, Mr. Reyes served as Director of the
Mayor’s Office of Intergovernmental Affairs for the City of Chicago from 1995 to 2002, and
as Assistant to the Mayor from 1989 to 1995. As Mayor Richard M. Daley’s chief lobbyist,
Mr. Reyes was responsible for passing the Mayor’s initiatives in the City Council, the State
Legislature and Congress.
MICHAEL NOONAN
Prior to Co-founding The Roosevelt Group, Mike Noonan worked as a Government Director for
the Law Firm of Greenberg Traurig from 2003 until 2005. Previously he served as Campaign
Manager for Illinois Attorney General Lisa Madigan in both the 2002 Democratic Primary and
2002 General Election where she was elected Illinois’ first female Attorney General. He worked
from 1994 through 2001 for the Office of the Speaker of the Illinois House of Representatives
in various positions, including Legislative Coordinator (1997-2001) and Chicago Operations
Manager (2000-2001). In those capacities he monitored legislation, advised members of the
Democratic Caucus on the impact of the legislation, and administered the Speaker’s Chicago
Office. Noonan has directed and participated in many of the most highly contested legislative
and local elections in Illinois.
